Confusing. I'm assuming the removal of the fingertips was to prevent the decedent from being identified, but why would his murderer leave him near a freeway where he would be found within a couple of days?
Also, this may sound gruesome, but why would you leave his teeth in if you have already removed the fingers? (assuming the goal is to prevent the UID from being identified)

Maybe they knew his fingerprints were on file somewhere? Like they knew he had been arrested or something.

This makes the most sense to me. Arrests don't involve taking dentals, or anything like that, but they do involve fingerprints, so it'd be a quick way to hamper identification.

While I wouldn't know from personal experience, I would also assume removing fingers would be a lot easier than removing the teeth. I think decapitation would be more practical versus yanking out 28 adult teeth.
