It was New Years so my guess would be they were possibly intoxicated.

Still, nothing new being reported. If he was hit by a car, that car had to have damage. SOMEBODY knows of a car that suddenly had damage on New Years Day that didn't have that damage before. If this isn't kept in the news, the chances of a witness to this damage coming forward is slim. It takes a tremendous amount of news coverage to spread the word. It is possible someone who knows of a newly damaged car doesn't know LE needs to know.
