  • Distinguishing Marks/Features: Scar on left lower back from vertebral disc surgery; he sits in a very straight position as a result of his back problems. He is right-handed and often uses his hands when speaking. He usually wears sunglasses when outdoors. He does not smoke or drink alcoholic beverages.
  • Clothing & Jewelry: Possibly dark denim pants and either a white/black or yellow polo pullover shirt. A silver wedding band with a blue star sapphire, a gold watch on left wrist, and a gold nugget necklace. The necklace has a space for a diamond; the stone is missing but the prongs are still present.
  • Associated Vehicle: 1997 white Nissan Pathfinder with California license plate number: 3VLP084

Circumstances of Disappearance:
Moreno was last seen in Sacramento, California on August 6, 1998. He was having lunch at the 524 Restaurant on Northgate Boulevard at approximately 11:45 AM. He has never been heard from again.

Moreno may have been seen at the Home Depot on Truxel Road in Sacramento at approximately 12:15 PM that day, but this sighting is unconfirmed. An employee at the store stated that he believed Moreno was spotted in the plywood lumber section with an unidentified and well-dressed African-American male.

At the time of his disappearance, Moreno was driving a white 1997 Nissan Pathfinder. It may have been seen the following day traveling south on Interstate 99 between Stockton and Modesto, California. It is unclear if he was driving it at the time. Both Moreno, and the vehicle, have never been located.

Moreno was scheduled to open his new restaurant, El Mansion Rio, in the 2100 block of Garden Highway in Sacramento on August 8, 1998, two days after he was last seen. He had borrowed heavily to finance the restaurant and had been working towards its opening for four years. It was sold to another owner after his disappearance and renamed.

Authorities said that Moreno withdrew $200 from his bank account prior to his disappearance, but the remainder of his funds were untouched. He also left $800 on his bedroom dresser the day he disappeared.

Moreno's credit cards and cellular phone have not been used since August 1998. His family does not believe he left of his own accord. He is twice divorced, but he had amicable relationships with both ex-wives and his loved ones do not believe he would have abandoned his elderly parents, teenage daughter, and eleven siblings.

After Moreno's disappearance there were several tips that he was living in Mexico, but none of the leads panned out and his family does not believe he would have abandoned them and his restaurant. His case remains unsolved and authorities believe he is deceased.

I think theres a good chance that both him and his vehicle are in the sacramento river.

According to ancestry public records this is the address to his restaurant; 2125 Garden Highway. If he went to the location of his own restaurant after he left 524, the route would have taken him along the Sacramento river. Looking at the route on Google Earth, there are several locations where he easily could have gone into the water.
