Did he own the home? or what it his mothers and he lived in the shed next door? still doesn't make though as they stated Jaycee has been there since the kidnapping...

The house belonged to an elderly man who Garrido had apparently been taking care of and then the man eventually went into a nursing home. At that time, he assigned Garrido as the caretaker of the property until it was then sold to the current occupant Damon Robinson. So, for the entire time that the elderly former neighbor was in the nursing home, Garrido had access to the property. I'm not sure of the exact timeframe on that.
