Circumstances of Recovery: ON 02/03/2019 AT APPROXIMATELY 0500 HOURS, THE DECEDENT WAS OBSERVED BY A BYSTANDER HUGGING/HOLDING THE TRASH BIN. THE DECEDENT WAS KNOWN TO DRINK ALCOHOL AND WAS A LOCAL TRANSIENT IN THIS AREA. A SHORT TIME LATER A BYSTANDER FOUND THE DECEDENT ON THE GROUND UNRESPONSIVE. 9-1-1 WAS CALLED AND THE PARAMEDICS PRONOUNCED THE DECEDENT DEAD AT SCENE AT 0645 HOURS.

I think he was identified as Armando Luna Panuco, 49. His cause of death was acute ethanol intoxication.

There was another Hispanic man who was found outside the same day, but that man has the Place of Death listed as Bus Bench or Public Bench, which is not mentioned in JD's case. I'll link his case too, in case there are some clues that I'm missing.
