Maybe he was Cuban? In the 1980 exodus, most of them arrived in Florida, though.

The
Mariel boatlift (
Spanish:
éxodo del Mariel) was a mass emigration of
Cubans who traveled from
Cuba's
Mariel Harbor to the
United States between 15 April and 31 October 1980. The term "
Marielito" (plural "Marielitos") is used to refer to these refugees in both
Spanish and
English. While the exodus was triggered by a sharp downturn in the
Cuban economy, it followed on the heels of generations of Cubans who had
emigrated to the United States in the preceding decades.
I think also maybe we should swelling of the face keep into consideration looking at the recon. Especially the lips?
It's so terribly hard to find a match in general because of the lack of data.
I want to introduce you to this great list of missing migrants in the USA or at border crossings, from all kind of resources shattered over the Internet. It's made by our fellow sleuths
@citizen_sleuth (Bravo, phenomenal, I applaud you!!) As you can see (you have to put in a filter) there are not many people listed that went missing in or before 1980, let alone finding pictures or stats.

That said, he might have been born in the USA or taken by his parents when he was young. Maybe he and his family were living illegal in America, what would make it hard for the family to come forward. It was 1980....a very different time..maybe somebody knows more about the situation (bordercrossing and the illegal status) in those years.
