Circumstances of Recovery - On 2/8/1990 at 1820 hrs the decedent was walking across the street at Avalon Boulevard and 46th Street in Los Angeles in a crosswalk when he was struck by a vehicle. 911 was called and he was transported by ambulance to a local hospital where he was pronounced dead at 1848 hrs on 2/8/1990.

IMO, there's a strong resemblance here. Thomas' profile states "Mr. Hull was last seen by his ex-wife sometime in 1990. He was estranged from his family and was not known to have a permanent address other than a PO box in San Ysidro CA." Last seen "sometime in 1990" with a LKA date as June 1, 1990 whereas JD dies in Feb 1990. I'm thinking the dates are preventing a match through NamUs.
