To my knowledge this case is not solved.

Details
On Monday, November 7, 1977, the fully clothed body found in a gutter in the City of Industry was identified as Margaret Elizabeth Madrid, 7.
The article says she was found on Sunday though and that a blockade to question people was not setup until Monday. Tests were to be run to determine sexual assault.
There has been discussion about a connection to the Hillside Stranglers. An article in

lists Margaret Elizabeth Madrid as a possible victim. A task force of 30 investigators from various agencies was put together by LA police dept. to investigate.
(However, in time there is not a confirmed connection made. )
A public records request was made (Request #19-3145 ) to the LA PD in July 2019 for information related to this case. Interestingly, LA PD says it is not their jurisdiction and they do not have the files. That could make sense in that perhaps the files were returned. I’m not sure how that works.
Putting this out there to see if there is additional information.
