Sheriff: 23-month-old girl missing, believed to be with father violating restraining order

EUREKA, Calif. — The Humboldt County Sheriff's Office (HCSO) needs the public's help to locate a missing 23-month-old girl.

Mira Ann Carter was reported missing on May 11 by her mother, the HCSO reported Friday afternoon. Officials said Carter was last seen at the Humboldt County Courthouse with her father, Gregory Donald Carter, on May 2. Gregory Carter is believed to be concealing Mira to avoid the service of a temporary restraining order granting the child's mother full custody. Gregory and Mira Carter are believed to have left the courthouse around 1:25 p.m. on May 2. The two may be traveling in a gray Subaru Hatchback with license plate number 5WW512.

Mira Carter is described as a Caucasian female toddler, with blonde hair and blue eyes. She is 2 feet tall and weighs approximately 30 pounds.

Gregory Carter, 34, is described as a Caucasian male adult, with brown hair and blue eyes. He is 6 feet tall and weighs approximately 175 pounds.

If you see Gregory and Mira Carter, or their vehicle, please call the Humboldt County Sheriff's Office immediately.

There's a known abduction, vehicle description and a POI, what criteria is missing? I must be having a brainfart.

"The law enforcement agency believes that the child is in imminent danger of serious bodily injury or death. There is enough descriptive information about the victim and the abduction for law enforcement to issue an AMBER Alert to assist in the recovery of the child. The abduction is of a child aged 17 years or younger."

Do they not think the child could be in danger? If not, I'm glad they at least think this. So why the restraining order then?

Here‘t the reply from HCSO:

An Amber Alert has not been issued in this case as the child does not meet the criteria necessary. We have been working closely with the DA's office to determine the best way to help in this situation. Here's some helpful info about how we determine an Amber Alert should be issued: https://www.amberalert.gov/guidelines.htm

I guess „Risk of Serious Bodily Injury or Death“ is not applicable in this case.

My step kids mother has used this tactic to gain the upper hand in custody court w each and every one of her kids fathers. In CA if you file for a TRO alleging abuse you get temp full custody and it makes the other parent look bad. Maybe it’s one of those cases.

Today, the Humboldt County Sheriff’s Department announced that a child missing since early May and believed to be with her father is safe. They stated, “Mira Ann Carter has been safely returned into the custody of her mother.”
