The City of Fort Bragg Police Dept is asking for the public’s assistance in locating a missing juvenile. Naomi Mora (AKA: Roy Mora) was last seen on 12/7/24 at approximately 6:00 P.M. in the are of Whipple Street and Oak Street in Fort Bragg when she left to see the Lighted Truck Parade with friends. Naomi is a white female, 15 years of age, last seen wearing a white t-shirt, blue jeans, and white sneakers. Her current whereabouts are unknown. If you see Naomi, or have information regarding her whereabouts please contact Sergeant McLaughlin at (707) 964-0200 (Ref Case: FG2401105).
The Fort Bragg Police Department is still seeking the public’s help in locating 15-year-old Roy Mora (also known as Naomi Mora), who was last seen on Thursday, December 7, 2024, around 6:00 p.m. near the intersection of Whipple Street and Oak Street in Fort Bragg. Roy was heading to watch the Lighted Truck Parade with friends but has not been seen since.

The map graphic is a little confusing. At first glance, it looks like the 1:30 a.m. sighting happened BEFORE the evening sightings; but I don't think so. It seems Roy was still up and walking around the area 7 hours after last being with friends attending the event.

What do the friends say happened, and has anyone captured the text message stream between Roy and the group of friends during the evening? Was Roy ever with the friends, or was that just the plan?

Missing Juvenile
12/11/2024

On December 7, 2024, the Fort Bragg Police Department received a request to be on the lookout for a missing juvenile, Roy Mora, 15, of Fort Bragg, who had not returned after attending the
Holiday Parade. On December 8, 2024, the juvenile’s mother contacted the Fort Bragg Police Department to report the juvenile missing when he still had not returned or contacted friends or
family. Roy’s mother indicated being gone this long without any contact is completely out of the ordinary and Roy has no history of running away.

Officers immediately requested a location of Roy’s cell phone from the provider. The provider indicated the battery on the phone was dead, but the last location on Sunday, December 8, 2024
at 2:03AM was near the railroad yard. Officers and Skunk Train staff searched the entire railyard, buildings, and trains, but did not locate Roy or the cell phone. A search warrant for all phone data was authored and approved, but the provider indicated it would take three to four days to provide the information. Meanwhile, an active locate signal was placed on the phone in the event the battery is charged. At the time of this release, the battery has not received any charge.

Officers interviewed several of Roy’s friends who were with him on December 7, 2024 and established a timeline of when he was last seen. They also determined likely areas where Roy may have gone. FBPD and State Parks officers searched those areas in and around Fort Bragg.

An Incident Command was established the morning of December 9, 2024 and a mutual aid request was made to Mendocino County OES. A US Coast Guard helicopter stationed in Humboldt Bay responded the afternoon of December 9, 2024 and thoroughly searched the coastline, bluffs, and headland areas inaccessible by foot. FBPD Officers continued to interview dozens of people who know Roy, established electronic links for the public to provide tips and video surveillance. Officers expanded search areas and contacted businesses for surveillance video in an effort to establish a possible path of travel to direct and coordinate search efforts.

FBPD Care Response Unit Social Services Liaisons went to Fort Bragg High School where Roy attended and attempted to gather any information. One CRU member was also assigned as a
Family Liaison to Roy’s mother.

Originally, there was a rumor in which Roy left in a “tan van”. On December 9, 2024 officers interviewed an eye witness who confirmed Roy never got into any vehicle. Additionally, eye
witnesses and video surveillance show Roy on foot and alone after the time he allegedly got into the vehicle.

On December 10, 2024, Mendocino County Search and Rescue searched the entire headlands area on foot and with tracking dogs, but did not locate any sign of Roy. FBPD has reviewed
dozens of videos and followed up many leads. Additionally, a thorough search of Roy’s home was conducted to locate any information about where he may have gone.

The cell phone provider indicated FBPD officers would receive the data requested in the search warrant on December 11, 2024, which may provide more leads.

Currently, we have positively identified Roy in one surveillance video walking south on the Noyo Bridge at approximately 8:30 PM on December 7, 2024. Due to the camera angle and it occurring at night, the video would not have captured Roy walking back north at a later time. It is also possible the original location of the cell phone was incorrect, which will be known when the full cell phone data is received.

Chief Neil Cervenka said, “Finding Roy is our top priority. We have dedicated our staff to following up on every lead and pulling every thread. If anyone in the community knows anything personally, please come forward.”

I wonder if he hopped on a train. I was watching some guy on YouTube recently that was traveling around like that. Seemed like he’d been doing it a lot before but only recently started filming it. No one bothered him at all in the videos I saw so it’s very possible to travel around like that. I don’t know. Just a thought.

There’s no trains in the area except the skunk train which is just for fun. Goes out and back to a picnic area.

He would have to travel inland quite a ways to get to a train.

I hope authorities get the cell phone info and release more info today or get good leads as to where he is!

Missing Juvenile Update
12/16/2024

On December 8, 2024 Roy Mora, 15 of Fort Bragg was reported missing by a parent. He was last seen on a surveillance camera walking south on the Noyo Bridge at approximately 8:30 PM
on December 7, 2024. Cell phone data shows his phone was actively communicating with cell phone towers between 2:00 AM and 2:30 AM. The phone’s location was determined to be
behind the Fire Station on Main Street, near the entrance to the Central Coastal Trail.

The Fort Bragg Police Department has been following leads, authoring search warrants, conducting searches of areas, requesting and reviewing dozens of surveillance videos, and going
through dozens of tips. No information is being dismissed. FBPD has searched areas provided by psychics who believed they knew where Roy was. Investigators are also re-interviewing possible witnesses as potential leads develop. FBPD has also spoken with MTA bus drivers and reviewed surveillance video from the MTA
busses. However, Roy was not scene in any of the videos.

The investigation into Roy's disappearance has extended to both New York and Idaho, where former acquaintances of Roy reside. Search warrants were executed on all known social media
accounts associated with Roy, resulting in valuable leads; however, these have not yet revealed his current location. Further inquiries revealed that Roy had shared account passwords with
friends, which complicated the investigation. After Roy's disappearance, these accounts remained active, but it was determined that it was Roy's friends who were logging in, rather than Roy himself. This new information has influenced the course of the investigation.

CalOES Search & Rescue FALCON is a group of law enforcement officers specially trained in deciphering cell phone data. They analyzed all of the information obtained through the search
warrant. While they were able to provide more precise geolocations of where the cell phone last was, they did not uncover any information not already known to FBPD investigators. They
precise locations they determined had already been searched by officers, volunteers, tracking dog teams and a USCG helicopter.
FBPD is currently waiting for requested surveillance video from locations near where the cell phone last reported its location. We are also working with agencies in other counties where it
was determined Roy had friends he was still in contact with in an attempt to identify those friends to interview them. At this point, none of the leads or searches have provided
investigators with information as to Roy’s whereabouts.

FORT BRAGG, CA., 12/16/24 — A massive public search for missing 15-year-old Roy Mora has been underway all weekend in Fort Bragg. Mora has not been seen since the evening of the Lighted Truck Parade on Saturday, Dec. 7.

The public is working separately from Fort Bragg police, who are also investigating and searching on overtime hours, this reporter has confirmed.

Drones were flying all over town. Searchers were literally beating the bushes from Gualala to Westport to Ukiah, looking for Mora.

Ten days is so long!! Was he depressed? On any substances? I wonder if there was any water the direction he was walking? Happy to see all of the participation in his search, and hoping for the very best!!!
There’s lots of steep drop offs into the ocean and a couple of rivers there as well. It’s a very rugged area.

There’s lots of turns that this could have taken. Just hoping for his safety overall!
 
Wow, so many possibilities where he could be, ocean, river, forest, or somewhere out of town. I hope he is just traveling, but what would he be using for money? Was he exploring and got injured, or lost, and passed away from the elements? Fell in the river, swept up by the ocean? Victim of violence because he was transgendered? Met up with someone he met online? I'm very concerned for this child, most of the possibilities are not good.

On December 8, 2024 Roy Mora, 15 of Fort Bragg was reported missing by a parent. His phone and social media have not been used since 12/7/24. There have been no confirmed sightings of Roy since 12/7/24. Roy’s cell phone was turned off at 6:55 PM on 12/7/2024, then turned on briefly around 2:00 AM on 12/8/2024.

A surveillance camera shows Roy walking south on the east side of the Noyo Bridge at 7:49 PM. Two surveillance cameras on the south side of the Noyo Bridge were checked and neither show Roy leaving the bridge. No other surveillance camera has captured video of Roy after 7:49 PM. Also, the cameras did not capture anyone else on foot on the bridge or any vehicles stopping on the bridge during that time.

On 12/17/24, a phone was turned into the Cookie Company employees by a subject who stated he found it. Utilizing their surveillance to identify the subject, officers located and interviewed him. He stated he was walking north on the Noyo Bridge late on 12/7/2024 and located the phone lying in the middle of the sidewalk, near the middle of the bridge. He picked it up and later turned it on trying to determine if it worked. The subject stated he was behind the fire station when he did this. After attempting to unlock it with random codes, he turned it off again. He said he kept it until he saw a missing person flyer for Roy, which showed the phone he had found. The subject turned in the phone to a business in an effort to get the phone to the police. He has been exceptionally cooperative, consenting to a search of his vehicle, property and person as well as allowing officers to take his phone so all location data from it could be examined.

A search warrant for Roy’s phone was authorized and executed. FBI Sacramento offered to use their resources to extract the data from it, as there is a passcode locking it. Information on the phone may be locally saved notes or voice memos. The FBI is monitoring social media sources for any new accounts created using Roy’s information.

FBI Sacramento also offered their Air Support Unit to fly over the coastline to search for Roy.

The US Coast Guard provided a drift analysis and likely areas along the coastline to search. State Parks was contacted for assistance. They will be conducting twice-a-day searches by boat as well as utilizing their Drone Teams for close in aerial searches of the rugged coastline.

Fort Bragg PD continues to follow up on leads and tips as they come in and encourage the community to keep looking out for Roy.

Police Chief Neil Cervenka said, “There is still no evidence of foul play. Everyone at the police department is working to find Roy and bring him home. Every tip is checked out, every possible sighting is investigated.”

The US Coast Guard provided a drift analysis and likely areas along the coastline to search. State Parks was contacted for assistance. They will be conducting twice-a-day searches by boat as well as utilizing their Drone Teams for close in aerial searches of the rugged coastline.

Fort Bragg PD continues to follow up on leads and tips as they come in and encourage the community to keep looking out for Roy.

Police Chief Neil Cervenka said, “There is still no evidence of foul play. Everyone at the police department is working to find Roy and bring him home. Every tip is checked out, every possible sighting is investigated.”

Body Recovered Under Noyo Bridge
12/23/2024

On 12/23/2024 at approximately 8:15 AM, a witness called Dispatch reporting human remains were on the shore under the south side of the Noyo Bridge. Officers quickly responded to the shore and located human remains, which were unidentifiable.

Officers examined the remains and noted the clothing and jewelry were the same of Roy Mora, 15, who has been missing since 12/7/2024 and last seen on surveillance video crossing the Noyo
Bridge on 12/7/2024 at approximately 8:00 PM. Also, Roy’s cell phone was located on the Noyo Bridge the evening of 12/7/2024. Positive identification will require DNA confirmation and may take several weeks.

The review of surveillance footage confirmed Roy was walking alone when he left the view of surveillance cameras. The individual who found the phone entered the bridge from the north over two hours after Roy last appeared on video walking across the bridge. This was confirmed with video surveillance. Investigators also confirmed no one else was on the east side of the Noyo Bridge where Roy was last seen for over 30 minutes.

Roy’s mother identified jewelry found on the remains as the same as what Roy was wearing the night of his disappearance.

Until positive identification has been made by the medical examiner through DNA, FBPD will continue to follow leads regarding Roy Mora. Based on all evidence to date, there is no sign of foul play.

Chief Neil Cervenka said, “The entire police department is devastated and is grieving with our community. Our entire staff has been working continuously to find Roy, and through that, have
come to know him. Our thoughts are with Roy’s family and friends.”
