Probably a Mexican national. I wonder how well the adress and number were followed up at the time?Certainly it's the path to his identity.
 
I work with foreign governments a lot (not on LE-stuff) and many are not responsive, even when you transmit really important stuff to them. Some countries answer everything and others it's like stuff goes into a big black hole. Especially back then when everything would have been done on paper and manually.
