It took less than 40 seconds for a confrontation between a suspect armed with a knife and a Danville police officer to go from an argument to a fatal shooting last month, according to bodycam video released by the Contra Costa Sheriff’s department on Wednesday.

Meanwhile, the same officer – Andrew Hall – was also charged Wednesday with felony voluntary manslaughter and felony assault in a 2018 shooting in Danville that killed a suspect during a slow-speed chase.

The video footage from March is from Hall’s body camera when he responded to a report of a man throwing rocks at passing cars on Interstate Highway 680 from the Sycamore Valley Road overpass.

As he approached the busy corner on foot, Hall saw Tyrell Wilson jaywalking across the street. Hall calls out for Wilson to stop on the video and the two men approached each other. Wilson asks the deputy who he is and gets into a verbal altercation.

“Don’t touch me or you’ll see what’s up,” Wilson says to Hall as he displayed a knife in his right hand, prompting Hall to point his service at Wilson and order him to drop the knife.

Seconds later, Wilson stopped making a threatening motion with the knife and approached Hall with his arm hanging down by his side, saying “kill me.” Hall then fired a single round and Wilson immediately crumpled to the ground.

On the video at least one person is heard stopping at the intersection to yell from their vehicle “You didn’t have to shoot him.”

Hours after the bodycam video was released, Contra Costa County District Attorney Diana Becton announced the felony charges against Hall for the 2018 death of Laudemer Arboleda when Hall was a sheriff’s deputy. Hall shot Arboleda nine times during a pursuit in downtown Danville.

The Contra Costa County Sheriff’s Office on Wednesday released body cam footage of the fatal police shooting of Tyrell Wilson on March 11, 2021.

Officer Andrew Hall from the Danville Police Department approached 32-year-old Wilson after several people called 911 saying they saw a man throwing rocks at traffic on the freeway.

For the first time in memorable history, the Contra Costa County District Attorney's Office filed charges against a police officer for killing someone while on duty. The same officer was also involved in the fatal shooting of a homeless man in Danville last month.

After two and a half years of review, Contra Costa County District Attorney Diane Becton announced on Wednesday she would be charging Danville Police Officer Andrew Hall with voluntary manslaughter and assault for the death of 33-year-old Laudemere Arboleda.

Officer Hall used unnecessary and unreasonable force when he responded to the in-progress traffic pursuit involving Laudemere Arboleda, endangering not only Mr. Arboleda's, life but the lives of fellow officers and citizens in the immediate area," said Becton.

On November 3, 2018, at 11:03 a.m., Danville Police Department officers responded to a call reporting that Laudemer Arboleda rang the doorbell of a resident on Cottage Place and was lingering in the area. Mr. Arboleda subsequently drove away from the neighborhood in a 2014 silver Honda. Officers initiated a traffic stop of Mr. Arboleda’s vehicle. When the officers exited their patrol car to approach him, Mr. Arboleda drove away from the officers.

Additional patrol cars joined the traffic pursuit, which lasted for a total of nine minutes and reached maximum speeds of up to 50 miles per hour. Mr. Arboleda continued to drive towards Front Street in Danville. Officer Hall, who was not involved in the initial pursuit, stopped his vehicle in front of the approaching pursuit. As Mr. Arboleda began to slowly maneuver between Officer Hall’s vehicle and another police vehicle involved in the pursuit, Officer Hall ran around the rear of his vehicle and fired his semi-automatic pistol at Mr. Arboleda.

As Officer Hall fired, Mr. Arboleda’s vehicle continued into the intersection of Front Street and Diablo Road and struck a 2006 silver Jeep occupied by an adult. Officers responded and found Mr. Arboleda in his car unresponsive with his foot on the gas pedal. He was taken to San Ramon Valley Medical Center and pronounced dead at 11:44 a.m.

The case will be prosecuted by Assistant District Attorney Christopher Walpole and Deputy District Attorney Colleen Gleason.

This case was investigated by the DA’s Office under the county protocol concerning law enforcement involved fatalities. The protocol investigation is conducted by the DA’s Office when there is a use of force injury or death involving an officer.

he most certainly did not attempt de escalation in that video. the guy was causing an issue that was unsafe for drivers and needed to be addressed, but he 1. made contact in the middle of the intersection, which was unsafe for both of them, 2. approached wat too fast and got too close. the guy was seemingly suffering some type of mental health issue which he may have noticed if he had approached with more caution. and lastly, arent they supposed to aim center mass? not the head?

He was booked Thursday evening into the Martinez Detention Facility, Bay Area News Group reported. Hall's bail was set at $220,000 and he was bailed out of jail minutes after turning himself in, the paper reported.

That's the same jail where Hall previously worked and was accused by an inmate of excessive force in 2014. The sheriff's office investigated and cleared Hall of wrongdoing.

That's the same jail where Hall previously worked and was accused by an inmate of excessive force in 2014. The sheriff's office investigated and cleared Hall of wrongdoing.

Judge orders Contra Costa deputy to stand trial for manslaughter in on-duty shooting

At a preliminary hearing, Contra Costa County Superior Court Judge Terri Mockler ordered Dep. Andrew Hall to stand trial on a voluntary manslaughter charge in the November 2018 killing of 33-year-old Laudemer Arboleda, whom Hall shot during a slow-speed pursuit through the streets of Danville. Video of the killing shows Hall running around his own patrol car to face Arboleda’s silver Honda, then firing nine times into the windshield and passenger window while backpedalling, as the car drives past.

Contra Costa District Attorney Diana Becton said she won’t seek to try former Danville officer Andrew Hall in the death of Tyrell Wilson, who was holding a knife at the time of their confrontation in March 2021.

Hall already is serving a six-year prison sentence in the fatal shooting in 2018 of Laudemer Arboleda, 32, during a slow-speed police chase. Hall was convicted last year of assault with a firearm for firing into Arboleda’s vehicle as it passed by him. Arboleda, who was unarmed and mentally ill, was hit by nine bullets as he drove away from police.

Becton said she did not have evidence beyond a reasonable doubt that Hall, 33, acted illegally when he killed Wilson last year while responding to reports of a person throwing rocks from an overpass onto a highway.
