With a "transient appearance" (quote from the coroner's link above) one wonders if a local homeless shelter or food bank may have known this person. She's very distinctive looking.

She looks to have starved to death which is unbelievable, even back in 1998. She must have been so frail at 5' 6" and only 97 lbs. I agree with the possible homeless assessment. No mention of DNA.

A diagonal scar in the upper right quadrant and gall bladder missing. Regardless, she had medical treatment at some point.

She at some point had dental extractions. I wonder if the dental records were checked at the time.

Very hard to compare photos due to the angle of the UID's pics, ears are covered in the Nunez photo, Nunez had drawn-in eyebrows. However they have a similar high hairline, strong square-ish chin. The UID appears to have sun-damaged skin and to be older, but hard living and a lack of make-up could perhaps do that. (Nunez has makeup on in the MP photo so some blemishes could be hidden.)

Their heights are v.similar - 5'5 vs 5'6 and Nunez was only 105lb at the time she went missing (UID was 97lb at time of death). Again, a couple of years hard living could cause a few pounds of weight loss.

Few details online about Nunez' disappearance to help establish whether it was considered foul play or she may have left for other reasons.

Barbara Jean Nunez went missing from her home in Fairfield California. This female was in Orange County which is in Southern Ca. Nowhere near Fairfield! I grew up with Barbara's daughters. They lived in my same neighborhood. She was murdered by her husband. Everyone knows this, yet he's never been charged. I don't even know if anyone has even bothered to look into this case further. It's always bothered me because I knew this lady and her family.

I'll never forget how impacted me seeing that PM photo years ago. Hope to see this poor woman's case solved someday.

How about MP30721 Helena Ann Negrete? She was born in California and attended high school in Los Angeles. She lived in Glendale, CA and went to visit a sister in Gwinn, MI for several weeks after the recent death of her husband. Helena was described as being despondent and had lost 100 pounds. She’d had a recent stroke and possibly early Alzheimer’s disease/dementia. She was a heavy smoker and had a stutter. She went missing from Gwinn, MI on 6/14/1997 at age 45 with a height of 5’5”-5’6” and weight of 100-110lbs. She had brown hair with blonde streaks and blue eyes.

Noted to have “numerous caries suggesting recent poor dental care” with evidence of old restorations.
I don’t think it’s impossible that she decided to return to California in her state of grief and fragility, and once there quickly deteriorated physically and mentally and could have been unhoused. She looks similar to UID:

Same. And just to clarify, Helena is not (as far as I could find) the amnesiac in the article shown above. She is still missing.
