And his circumstances say that he was last thought to be heading for California.

His height (68-72 inches) is about right (John Doe was 71 inches tall).
His age (19) is just below the lower limit (21-30).
The timeframe is about right.

No mention of a tattoo though, and the photo isn't clear enough to see if he had pockmarks on his face.
