There was a previous thread started for her but it is now locked. Looked around and I couldn't find another one. She's been mentioned in a couple of UID threads so I thought it would be good to gather them here.

Please note that some publications may spell her last name Yocum.

Race: Asian (Filipino), though she looks mixed with Caucasian to me.
Age: 19
Height: 5'1"
Weight: 115 lbs
Hair Color: Brown hair, shoulder length
Eye Color: Brown eyes
Scars/Marks: Small unicorn or rose tattooed on her breast and scars on both legs from sores. Her ears are pierced.
Clothing: Unknown
Accessories: Possibly earrings, two turquoise rings and a silver chain with a unicorn pendant.
Circumstances:
Yocom was last seen getting into a car with Odis "Buck" Garrett in Oroville, California on February 7, 1985. He was going to drive her to Klamath Falls, Oregon so she could avoid having to make a court appearance about a criminal matter. Garrett owned a house in the Vallejo, California area and may have taken Yocom there instead. She called her boyfriend, John Woolen, on February 11. This is the last time anyone heard from her.

Both Woolen and Garrett are members of the Hells Angels motorcycle gang, and Garrett is currently serving multiple life sentences in prison for drug charges and murder. Authorities stated Woolen wasn't a suspect in Yocom's disappearance, but they thought he might have been involved in the disappearance of another girlfriend, Paget Barr.

Yocom is considered missing under suspicious circumstances. She may use the last name Dabis. Her case remains unsolved and foul play is suspected.

I believe these were the initial charges that Rhonda was trying to flee from. Note that her address is PO Box 1651, not sure if she was living with her family at this point.

"Services were held July 27 at St. Johns Catholic Church in North San Juan for Lorraine “Pineapple” DaBis, who died Tuesday, July 23.
She was born in Honolulu and enjoyed horseback riding, hula dancing, entertaining and sharing her Hawaiian culture.
She was a bartender at the Brass Rail for more than 20 years. She worked for Grass Valley Group and Best Western Motel, and was an assistant cook during fire season for the Nevada City Fire Department. She raised funds for Nevada County Search and Rescue for nine years. She managed the fund-raiser for the North San Juan ball field, which was dedicated to her son, Tony Yocom.

Survivors include her son and daughter-in-law, Mark Anthony and Amy Yocom; mother, Betty Stuart; father, Jerome DaBis; brothers Jacob and Walter DaBis and Clayton Stuart; sisters Priscilla DaBis Covert, Barbara and Donna Stuart, Rosalie Stuart Orr and Virginia Stuart Riley; grandson, Hunter Yocom; 33 nieces and 24 nephews.
She was preceded in death by her stepfather, Richard Lee Stuart; children Lori-Ann “Nanu Yocum,” Patrick “Peter-boy” Yocum and Troy Allen Yocom.
Another daughter, Rhonda Lynn Yocom, disappeared in 1985 and is on the FBI’s missing-children’s list."


Her mother never found out what happened to her, her family still seems to be in the Northern California area.

"Sheriff’s officials are investigating the possibility a skull found in the forest near Highway 20 belonged to a young Filipina woman from North San Juan who was reported missing 21 years ago.

Rhonda Lynn Yocum’s family reported the 20-year-old missing in 1985, and haven’t heard from her since, Nevada County Sheriff’s Lt. Ron Smith said Tuesday.

“It’s one of those things where she left home and never came back,” said Smith, who was a sergeant at the time of Yocum’s disappearance.

He said he can still remember Yocum, a “cute” girl who had reportedly begun to use drugs around the time of her disappearance.

Yocum’s mother Lorraine worked for a while as a bartender at the Brass Rail Tavern in North San Juan, and she died of natural causes about a year ago, Smith said.

Yocum’s aunt contacted the sheriff’s office Tuesday to remind investigators of the case after she read a news story which reported the remains belonged to a young Asian woman.

The skull, clumps of long dark hair and a few vertebrae were found Sept. 3 by a couple from Richmond searching for pine cones off of Highway 20 a mile east of Washington Road."


These remains didn't end up to be Rhonda's, the woman above remains a Jane Doe (her thread here)

Age is listed as 25-45, height listed at 4'10"-5'5". Race is uncertain. Found with a tow chain around her waist. 2hrs and 45 min drive from Oroville.
 
I think she could be a victim of Curtis Dean Anderson.

Early 1985: Victim #3 was a female in her late teens, also residing in the Marysville area, who was possibly a runaway from Oregon.

You can take the back road from Ellis lake in marysville to Oroville, most people take it to avoid the traffic.

Maybe he mistook her saying she's trying to get to Oregon instead of coming from Oregon.
