Oceanside Police Say Woman Missing Since Last Friday

Otero's step-brother Ryan Bear told NBC 7 Otero has "taken space" before, but always stayed in touch.

"She stopped responding so I started texting my family and realized something was up pretty immediate after she stopped responding for about four hours," Bear said.

Bear said his step-sister has been battling depression but expressed recently that she "felt like things were starting to improve.”

"She is loved. She does have a core group of family and friends that truly care about her and we just want to see her safe and sound," Bear said.

Speaking to Otero, Bear added, "I care about you tremendously. Your family cares about you tremendously. We just want to see you home safe and sound."

Friends describe Otero as a beloved sister, daughter and longtime Oceanside resident who works at the Mission Avenue Bar & Grill. The restaurant posted about Otero's disappearance on social media.

"She loves and is energized by groups of people and she’ll go out of her way to strike up a conversation with anyone," Otero's step-brother Ryan Bear told CBS 8.

Bear said over the past 22 years nothing can make them closer. He said Otero was involved in many communities outside of her main day job as a massage therapist.

"She was active in fire spinning community. And quite a few local scenes up in Oceanside and Ocean Beach as well," Bear said. "Right now we just have no idea about anything. There’s no leads and so someone knows something, someone saw something and we’re just hoping doing these outreaches has some effect or at least brings some answers at this point.

Otero was last seen wearing a green military-style jacket and bronze leggings.

"I've called it basically every hour basically that I've been up. Since it was confirmed that she was missing," Bear said.

CBS 8 has been told Otero was an avid traveler and was often at state parks, beaches and is known to camp out in her car. Her car also hasn’t been flagged on any cameras according to Bear.

Her brother said he's putting her story out hoping someone somewhere has any type of tips or leads.

"You’re loved. You’re cared about and we want you to come home," he said. "We hope that there is still hope out there to be had. And we’re holding onto that.”

Article says she has never met the boyfriend in person.

Otero’s boyfriend, whom she’s only met over Zoom due to the COVID-19 pandemic, was at his own job the morning she went missing, according to Bear.

Although they had only been dating for some time, the boyfriend is “devastated.” The family does not expect any foul play on his part, Chelsea said.

I hope police have the text records and locations of both Celest's cell phone and anyone she was texting with the last couple of days before she disappeared.
