Details of Disappearance
Davis was last seen leaving his job in San Francisco, California on the afternoon of October 31, 1986. He has never been heard from again. Few details are available in his case.
 
Halloween, 1986. 23 year old Steven Allen Davis clocked out of work in downtown San Francisco, California. He has never been seen or heard from since. A year prior to his disappearance, Steve asked his mother Rosetta what she would do if he just vanished one day: this made his family believe he took off on his own, but would show up again when he was ready. But that day never came, and now his family believes he was met with foul play.
 
Steven "Steve" Davis was born in 1963 to Norman and Rosetta Davis. Norman was a popular FM radio host in the bay area who as of 2017 has a radio show in Boise on Boise Radio. He has an older sister Susie and 2 younger brothers. Steve was last seen Oct 31 1986 after leaving his work at Chevron on Market, He remarked that he had the best day. He supposedly returned to his apartment in the Richmond District. He failed to show up to work the following Monday and his job called Rosetta. When Rosetta checked his apartment days later his wallet and a jacket he often wore were missing. There are different accounts as to Steve's plans for Halloween night. Prior to his disappearance Norman reports that Steve was planning to attend a party possibly in Larkspur, Marin County. Another account is that on Wednesday of the week he went missing he told a friend Frank that he had no plans and planned to spend the weekend at his mothers home. Rosetta confirmed that she heard from Frank (her roommate) that Frank spoke to Steve on the phone and he asked Steve what his plans were for Halloween night and Steve told him he thought he would come to Corte Madera where Rosetta lived but he never did show up. He also told another friend and neighbor George that he was going to stop by his friend Steve's house in Larkspur to pick a tape he had recorded there earlier. A year prior to disappearance Steve asked Rosetta what she would do if he vanished. Steve had also made other comments to a cousin about disappearing and may have inquired with a friend about how to get a new social security number. As a result of comments Steve had made the family believed that could have intentionally disappeared. (I find that it strange that he would want to disappear. For what reason? It doesn't seem that Steve was in any financial or legal trouble. It seems he had a good relationship with his family. What benefit would come to disappearing and taking on a new identity for Steve. I personally would not put too much into an intentional disappearance for Steve). The family no longer believes Steve went missing intentionally. The now believe something bad happened to Steve. The family had Steve declared legally dead 5 years after he disappeared. It's worth noting there were some circumstances in Steve's life that could have made him a victim of foul play. Steve had a connection to a woman name Janice Lilly (could be spelled Lillie). Per the family Janice was a girlfriend or friend of Steve's but she had a husband in jail who was set to be released from jail the weekend Steve went missing. Steve had helped Janice move a few days earlier. Janice did end their relationship a week before Steve went missing and a week before her husband who was jailed for heroin sales and possession was released. The family says they had met her once that she was a nice girl and showed concern after Steve went missing. Susie, Steve's sister said the police spoke to Janice Lilly's husband and they didn't think he was involved. There was also a rumour that one of Steve's friends told him that he had murdered his wife or girlfriend. Supposedly Steve mentioned this to Frank (his friend and Rosetta's roommate) and Frank informed the police. However police were never able to figure out who the friend was. FRank has since passed away. If you have any information on this case or if you know or knew anybody mentioned, please speak up. The family needs answers. So sad! I’ve done as much as possible to figure this out listening and reading everything. Respectively, my opinion points to a handsome head turning closet case who went off with his boyfriend for new horizons to another country. He apparently felt intimidated by his successful sister in music business.

He was looking to change his identity and disappear according to witness in the family he asked how she’d feel about it.

Back in 1989 you could change your name in California without filing with the courts. He is likely alive living a new life. I thought I found him in prison records but that’s not his birthdate. If you see that photo it does look like him but it’s not.

He also looks like an actor in I Shouldn’t Be Alive from Britain but their ages don’t match.

Willfully missing case, they do exist. What happened to that adorable kitten I wonder.
