Plus, if I found the correct Steven Downes, he attended Lowell High School in San Francisco. I could only find him in the 1970 yearbook, which showed him as being on the Varsity swim team.

From this article on Ocean Beach, it doesn't sound like the place to take a swim in August, let alone February:

"It's just historically been a black spot in terms of drowning deaths," said Chris Brewster, liaison officer for the United States Lifesaving Association, a nonprofit professional association of beach lifeguards and open water rescuers. "The shore break is really strong and somebody who gets pulled off shore isn't going to last long just because of hypothermia."

Kat, below the Examiner article, you noted the 1970 Lowell HS yearbook shows Steven as a member of the varsity swim team. Perhaps he overestimated his ability to deal with the conditions.

Yeah, I agree he looks totally different. Perhaps I should submit the article to the NAMUS case manager?

Yeah it doesn't sound a great place to swim. I wonder if he had swam there before or whether it was a first time? I also wonder if he knew of the conditions or just figured he would be fine. He was there with friends, so I wonder if any one else went in?
