Body floated up and found on waters edge in Tiburon. Appears to have been in the water for an extended period of time possibly a couple of weeks. Only wearing a pair of black briefs - "Michael Jordan Brand" that are made in Switzerland.

I'm guessing these are the Michael Jordan briefs, looks like he had a sponsorship deal with Hanes in the 90s: Vintage Gear: Hanes Michael Jordan Collection Briefs - Air Jordans, Release Dates & More | JordansDaily.com

They were probably manufactured in Switzerland and purchased in the US, rather than the UID having a connection to Switzerland.

Are there any rule outs for him?

The UID was diminutive, and found in underware only. I have to wonder if he was involved in a transaction that went awry. IWT a familial DNA search would be the best approach to possible identification?
