A pedophile from Fairfield accused of the 1984 kidnapping and killing of 3-year-old Toshiro “Clark” Handa made a brief court appearance Thursday.

Michael A. Fejarang, 55, agreed to a five-month delay in his case and was ordered to return to court April 24, 2017, for the start of a probable cause hearing scheduled to take three days.

Michael A. Fejarang, 56, was accused of kidnapping 3-year-old Clark “Tosho” Toshiro Handa the night of Aug. 22, 1984, and later killing him. Fejarang’s surprising no contest plea to the murder charge means he could be sentenced to 25 years to life, assuring he will spend the rest of his life in prison but also avoid the death penalty. The deal also dictates that an enhancement kidnapping charge will be dismissed.

Fejarang, who was once described as a family friend who formerly dated the victim’s older sister, reportedly removed Handa from his bed in the middle of the night, leaving behind a ransom note asking for $25,000.

The next day, with police already investigating the scene, Fejarang allegedly went to the home, court discussions revealed. Fejarang reportedly brought Handa to a residence in Vacaville, then killed Handa days later before burying the body in the outskirts of Vacaville, per court discussions.

Judge sentences Fejarang to 25 years to life for 1984 Handa killing

Resolution in the 30-year odyssey the Handa family of Fairfield has endured came Tuesday during a 20-minute court hearing.

Solano County Presiding Judge John B. Ellis imposed a negotiated 25-years-to-life prison sentence on Michael Fejarang in connection with the kidnapping and death in the mid-1980s of 3-year-old Clark Toshiro Handa.

Earl Handa, the boy’s uncle; Rachel Borg, the victim’s sister; and Toshiro’s father, Ron Handa, recalled a vibrant child – playful and full of life – whose disappearance left the family devastated, not knowing what happened to him and when – or if – he would be found.

Deputy District Attorney Bruce Flynn prosecuted the case. He offered praise for how family members have handled themselves since the case saw new life in 2016. He also asked that Ellis not forget the horror the family endured for so many years.

“I am amazed by their character today,” Flynn said of the Handa family. “They don’t know where his body is, and they have to live with that.”

Fejarang showed up the week of Tosho’s kidnapping. Authorities, Ron said, subsequently filled in the details of what’s believed to have happened that fateful night in 1984.

Though the motive remains unclear, Fejarang, another young man and a woman, all said to be on drugs, hatched the plan to kidnap Tosho. Fejarang reportedly snuck into his room, blindfolded him, sedated him and took him to a dwelling in Vacaville, where he later killed him.

Tosho apparently recognized Fejarang, asking “Michael, why are you doing this to me?”

The woman is dead, the younger man in the wind and Fejarang can’t remember where he left Tosho’s body.

It seems the potential area — from the hillside near Martin Road in Fairfield to the 5900 block of Cherry Glen Road in Vacaville — has grown too much over the years to spark the convict’s memory.

“I ride my bike past there,” Ron murmured. “I could be riding past my son.”
