As then-Sgt. Michael Thomas stepped into the lobby, Ford sat anxiously in a plastic chair wearing a military-style camouflage jacket, his brother standing above him.
"He said he hurt a lot of people and wanted to turn himself in," Thomas testified Thursday in San Bernardino Superior Court during the third day of testimony in Ford's trial.
Ford is accused of murdering four women, two of them from San Bernardino County, in a killing rampage in 1997 and 1998.
In November 1998, Ford started to reach in his pocket and said, "Once you see what I have in my pocket, you'll know. It's just the tip of the iceberg."
Thomas stopped him, asking Ford to lift his arms so he could pull out the plastic sandwich bag tucked in the side pocket. He placed it in the palm of his hand, immediately recognizing it as a human breast.
It was then Ford burst into sobs.
After ordering a deputy to handcuff Ford and escort him to a secure room, Thomas unearthed a paper bag to hold the bloody breast.
