Both of those are artist's renditions. The one on the left was created by me, using a coroner's photo that is not publicly available. The one on the right was done by the NCMEC, based on the post-embalming photo that the agency released to the public.

I think they were specifically referring to this crime scene photo which is linked on the Doe Network page and labeled “Photo” 1 in red text underneath the reconstructions (there’s some bloating but otherwise the face is recognizable): File:Ventura County Jane Doe (2).jpg - Wikimedia Commons

Yep. That Photo was a good picture and not showing anything terrible. Better chance of identification if they had shared that instead of the quite bad cartoonish reconstructions.
