I’m guessing that this was during the time period where LA County cremated their UIDs and then threw the ashes into a mass grave together, leaving no hope for DNA. Maybe they can ID her by her ring like they did with another UID who was found in Griffith Park years ago.
I wonder why though, they have not concluded that this was the lady who owned the home?

Los Angeles actually still cremates their Does and throws them in one shared grave space alongside the unclaimed bodies to this day, but the process has changed a lot (bodies are now retained for 3 years before cremation, multiple DNA samples are taken, ashes are interred somewhat separately from each other so that individual grave markers can be placed if next-of-kin wants to claim the remains, etc.)

This article about a John Doe in Los Angeles who was run over by a car that crashed into a cafe in 2014 goes into lots of detail about it: People cared for Tuan Nguyen in life but the homeless man’s body goes unclaimed

This is sad it reminds me of the story if Florence Bock in the Bronx… I don’t know how after 4 years they figured it was her other than it was remains of an old lady laying next to a cane in her house.
