"Starting in the evening and continuing for hours in the dead of night, a propeller plane detectable only by the noise it emits keeps circling above the city, waking light sleepers and prompting residents to log their observations of the aircraft on social media."

“The commonality seems to be that the aircraft has a high-pitched motor sound. Not a jet — definitely some kind of propeller plane,” said Steffan Watkins, an IT security consultant from rural Ottawa who tracks military planes and ships in his spare time. Some witnesses are certain the plane has only one engine. Others swear it has two."

Kingston's mystery plane captured on camera

"While information about the airplane flying over the city is still largely unknown, one local aircraft enthusiast has parted the clouds and shed a little light on the mystery.

When Neil Aird, a member of the international flight-tracking organization Flightradar24, heard the plane but couldn’t see it, he needed to know more.

“I’m attuned to airplanes, and the first time I heard it was on the Friday night [Jan. 4],” Aird said. “It was cold, starry night, but I put my head out the window and I could hear it but I couldn’t see it.”

Aird initially thought it could have been a drone, but when he looked on his personal radar, he said he saw “C-GMPB PC-12” the call sign of the RCMP’s Pilatus PC-12.

Aird said the Swiss-made, single-engine turbo prop passenger and cargo plane is popular for its ability to stay in the air for a long time … as Kingstonians know.

“They’re a good, reliable aircraft, but a bit noisy,” Aird said.

A Pilatus website states that the plane’s maximum range is 1,845 nautical miles and it is used around the world for surveillance, as an air ambulance, in search and rescue and as simple transport. Ornge Air Ambulance owns eight PC-12s — four in operation, four on standby — at three of its bases in northern Ontario.

Aird said the plane is usually “loitering” at about 6,000 to 7,000 feet.

“As an aircraft enthusiast, not being able to see the plane but constantly hear it really is annoying,” Aird laughed. “It took me a while to get [the photo]. When I took that picture, I was actually looking for another aircraft, a [Bombardier] Dash 8, but then it flew across my binoculars and I thought: ‘Aha! Gotcha.’”

Quincy MA had a similar mystery in 2013. Evidently the answer there was surveillance.
From your link..
"A plane that caught the attention of Quincy residents last spring was being used to surveil Khairullozhon Matanov, the latest man charged in the Boston Marathon bombings investigation.

QUINCY – When a mysterious plane began making overnight loops around Quincy last spring, Ward 4 City Councilor Brian Palmucci said he thought residents were entitled to some answers – especially since it appeared less than a month after the Boston Marathon bombings.
Little did Palmucci know that the investigation into the April 15, 2013, attacks that killed three and injured more than 260 others was the very reason residents were kept in the dark about the plane and its purpose.

The plane was being used to surveil Khairullozhon Matanov, the latest man charged in the Boston Marathon bombings investigation, a source with knowledge of the case said Friday."

Wow, they were watching out for big things! Hmmm, wonder what may be of interest in Kingston?
Thinking that if they really want surveillance to be covert, they should find a way to minimize the sound of the airplanes, imo.

Source says arrests in Kingston are related to national security investigation
January 24, 2019
"KINGSTON, Ont. -- The RCMP have made two arrests in Kingston, Ont., in what a government official confirms is a national security investigation.

The RCMP tweeted Thursday evening that "all actions are being taken to ensure public safety" and more information will be provided on Friday.

A senior government official speaking on background confirmed that the arrests were related to a national security investigation."

Wow. Nice find. That very well could be related.

I agree with others they should invest in a quieter aircraft for surveilance. It kind of defeats the purpose of being sneaky if the whole town hears you flying overhead. LOL

Want to share a funny story that is related to hearing airplanes.

I was working on an oil rig many years ago and the place was fairly close to a military base. It was not uncommon for us to hear jets fly by during their practice missions.

One particular day a jet pilot decided to have some fun at our expense by flying extremely low and very fast as it zoomed over the top of our oil rig. I swear he could not have been more than 100 feet above our rig as he zoomed by. The thing I learned that day is if a fighter jet is coming at you low and at attack speed is you do not hear them coming at all. We did not hear any sound until after it zoomed on by. And then the roar was incredible. The 2nd thing I realized that day is if a fighter jet is going to shoot a missile at you is that you would be dead before you knew it was even there.

The bigger question is, how many of you needed to change your shorts?

Surprised to see this pop up already in a US paper, maybe because the FBI were also involved, imo, speculation.
Canadian police make 2 arrests in national security probe
"The Royal Canadian Mounted Police confirmed the two arrests in Kingston, Ontario in a statement late Thursday. A senior government official said it is related to national security and there is no threat to public safety. A law enforcement official confirmed the FBI's involvement. Both officials were not authorized to speak publicly and spoke on condition of anonymity."

Father of man arrested in Kingston, Ont., probe says he's told it's 'about terrorists' | CBC News

"The father of Hussam Eddin Alzahabi says his 20-year-old son has been arrested in what he believes is a terror-related investigation in Kingston, Ont.

"They tell me they search about him about terrorists. I know my son, he didn't think about that. He like Canada. He like the safety in Canada. How could he think about that?" Amin Alzahabi, who has been in Canada since 2017, told CBC News in an interview from his home Friday morning."

"CBC News has learned the arrests included a minor and involved both Kingston police and the help of the FBI in the U.S. Details about the other person arrested weren't immediately available.

The RCMP said it will hold a news conference today at 1 p.m. ET to update the public on the investigation".
"However, the threat was considered serious enough to involve months of investigation, thousands of hours of police work and the use of a Pilatus PC-12 RCMP surveillance plane that had been circling over Kingston in recent weeks for hours on end, creating a great deal of interest from residents due to the noise."

What I find a bit off is that this family was sponsored by a church as Syrian refugees, but they lived in Kuwait for the 10 years prior to entering Canada. They claimed that they were going to have to return to Syria and therefore they were refugees from the wartorn country. I wonder if refugees that were sponsored by churches were screened as carefully as government sponsored refugees, and whether government sponsored refugees were properly screened.

Wonder if it is the same organization that arranged for the killer of Marrisa Shen in Vancouver, to emigrate from Syria to Canada? speculation, imo.

RCMP charge Kingston, Ont., youth with terror-related offence after security probe | CBC News
"According to a bulletin posted to the website of a Kingston-area Catholic church detailing the journey of the Alzahabi family, an ecumenical group of churches helped bring them to Canada through the private sponsorship refugee program in 2016-17.

The church group established a series of committees, including a hospitality and orientation committee composed of parishioners, and raised more than $30,000 to help support the family's transition to life in Canada.

Alzahabi said he and his family came to Canada to be "liberated" and avoid being sent back to Syria — which is still in the throes of a multi-year bloody civil war — by the Kuwaiti government.

"I want to save my family from Assad regime in Syria," he said, referencing Syrian President Bashar al-Assad, who's accused of perpetrating war crimes against his own people.

"I wanted to come to Canada and I [succeeded] in coming to Canada because I trust Canada. I trust this country is for the humanity ... freedom," Alzahabi said."

I think we can dismiss everything the family says. When the two sons were arrested, the father claimed it was "fake news." Clearly he will say anything to achieve a goal.

I would like to see an investigative news piece on how churches choose people to sponsor. The suspect's family was living in Kuwait for 10 years. Many refugees were living in refugee camps. Why did the sponsor church choose a Syrian family that was living in Kuwait rather than a Syrian family that had nothing?
