Their reaction was far more than 'covering their butts' - I have watched these investigations play out from the inside, since I was very young... The only time they justify the use of that amount of money and man-hours, is when they reasonably expect to find something. Another good indication is the media response. Had it been a routine follow-up to a lead, CPS would have quickly issued a statement like they did for the Garland acreage search.But so were the photos. And even if they had an idea that she had been headed somewhere else, they couldn't risk the off chance that she'd ran into foul play as she was leaving.
Sometimes officers cover their butts by getting warrants even when consent is given, and likewise, they may investigate something that counters their theories.
