“Police have interaction with (one) suspect,” said the alert. “Unknown if others involved at this time.”

Traffic reports indicate a heavy police presence at 200th Street and the Langley Bypass and in the area around Willowbrook mall.

The dispatch at Langley RCMP said police are dealing with an evolving incident. No additional information was immediately available.

Just after 7:20 a.m., a second alert said one suspect is “no longer a threat” confirming reports that police have a suspect in custody. One witness reported seeing a police takedown.

Jess Lee was heading to work on the Langley Bypass when her car was blockaded by a large police presence on 200th Street.

At first she assumed it was a car accident. But after seeing police charging the area with rifles in hand, she knew another event was unfolding. “There were at least 15 police cars gathered in one area,” she told Postmedia. “One for sure was kneeling on someone, holding them down.”

The alert said police are still trying to confirm only one suspect was involved in the shootings. People are asked to continue to avoid the area.

The emergency alert appears to have been sent out to cell phone users in the Lower Mainland, including Whistler and Chilliwack.

More to come…''

"We do have a male suspect in custody. However, we are ruling out any other outstanding individuals before we stand the emergency alert down," said Sgt. Rebecca Parslow.

Parslow said there were several victims, but did not specify how many. She said the victims were homeless and that police believe the attack was targeted.

At least one person has died, as the Integrated Homicide Investigation Team (IHIT) is responding to the incident.''

''Police specified the following areas as places for the public to avoid:

  • 200 Street and the Langley Bypass
  • Cascades Casino on Fraser Highway and 204 Street
  • The Langley bus loop at Logan Avenue and Glover Road''

''The victims of the deadly shootings in Langley, B.C., early Monday morning were living on the street.

Outreach worker Kimberly Snow confirmed to CTV News hours later that she knew both victims.

“I cried (when I found out), because I saw them last Wednesday,” she said.

Snow, who owns and operates Kim’z Angels, a volunteer-based organization providing food and clothing to Langley’s homeless population, said the community is in shock.
“These two are just amazing souls that come get food and get clothes. You chat with them and hear their stories. They become part of your family,” she said.

One of the victims had planned on leaving Langley soon, in hopes of a starting a new chapter.

“One of them wanted to leave from here and go back to where she’s from to start all over again,” explained Snow. “That was a conversation I think we had three weeks ago.”

''Jordan Daniel Goggin, 28, is accused of shooting four people, killing two of them at four different nearby locations over several hours early Monday morning. He was later gunned down by police. The spree triggered a province-wide alert.

Goggin lived in a coach home in Surrey’s East Clayton North neighbourhood, about a 15-minute drive from some of the shooting locations.''

“He kept to himself quite a bit. But then it was about 10 days ago, I started to notice some very strange behaviour,” Ciszek said.

“One night, I was trying to fall asleep and I started hearing crashing and banging outside. So I go to peek out my window and he's, like, standing there and he's just like this, like kind of high or whatever,” she said, imitating wobbly movements to demonstrate his demeanour that night. "Going around, messed up looking, like, you know, and saying, 'I'm so effed up, I'm so effed up, this is effed up.'"

She saw him as she was leaving the home Sunday afternoon, just a few hours before the carnage.

“Once I got that alert in the morning, I literally thought to myself, ‘Oh my god, is that my neighbour?’ And it was so bizarre that I just intuitively knew and sure enough, next thing you know, the SWAT showed up,” she said.''
