The woman's toddler also was seriously injured in the Wednesday night crash, suffering a fractured skull and collapsed lung.

Oh man, I bet those who declined the request to add more lights and/or a sidewalk are really kicking themselves right now.

In June 2011, Karen Peoples contacted the City of Tampa, with a request to add either a sidewalk or additional street lights, or both.

Now there will be a memorial walkway no doubt...that didn't have to be, had the city considered the request in the first place.

SO frustrating!!!

Bless you Monica and Angel -- this didn't have to happen.
