Ciera Lee, 19, is diagnosed with cognitive impairment. Ciera was last seen areound noon today in the 2500 block of Culver St. Ciera was wearing a black tank top with a sheer-leopard patterned shirt, light blue denim capris and pink Nike shoes. Ciera is 5’, 175 lbs., has blue eyes and has medium length blonde hair that may be in a ponytail.
