IN Contacting police about a 2004 case

I am currently researching the unsolved homicide of Tracy Sissom from Indianapolis, Indiana. There is not much MSM information besides an article from 2006 (2 years after her death). Is it appropriate to contact the police department to see if this is still an active case? Is there anything else they would legally and be willing to share with me? I'm still very new at this, and I do not want to over step my bounds. I have only been able to find a marriage certificate and the death certificate on Ancestry, but any articles from the time of her death have alluded me thus far.
Any help or guidance would be appreciated!

You should be able to see copies of the newspapers mentioned in the blog at a university. I don't know which one, but there is likely a very complete collection of Indiana newspapers held by a university. Your closest college may be able to use Interlibrary Loan type services to obtain copies for you.

You can ask, but LE doesn't need to tell you anything.
