What a horrible clean-up find. And no apparent matching parts found (at least not noted in Namus).

Also doesn’t say what size shoe but if the sock was only an 8.5 that seems pretty small for a guy, to me.

8.5 Bass boots while the description reads as if the sock was sized.

I am 5'9". I'm a woman, but wear a men's 8 or 8.5 hiking bo

That's the size all the adult Carbuff males wear. They're all around 5'7"-5'8".

The boat ramp mentioned in post #1 would be this:
Donald W. Barnes Boat Launch, S River St, Enfield,
Hartford County, CT
Donald W. Barnes Boat Launch · S River St, Enfield, CT 06082
That's up close to the border with Massachusetts.

The Connecticut River flows via the States of
Vermont, New Hampshire, Massachusetts before
reaching that location in the State of Connecticut.

I didn't look upriver, but I understand there are
various dams and fish ladders upriver.

The National Missing and Unidentified Persons System (NamUs)
The boot maker appears to be 'G.H. Bass'. Plenty
of boot examples findable on ebay post year 2000
but I found none displaying the logo style with the
cursive flourish under the word 'Bass' with the
'man in canoe' logo, as seen on the UID's boot sole,
that particular boot sole tread or that triangular
type of boot 'pull tab'.

The information seen on the boot tag usually has
a numbers designation (model type?) with words,
e.g. LEATHER UPPER BALANCE MAN MADE
MATERIAL MADE IN CHINA, usually followed by a
number designation in the format e.g. 08/04,
08/06, 04/2014, 06/15, etc., presumably that's
a month(or week) and a year indication.

Presumably the police have enquired as to the
time period of manufacture of that model of
boot. We can only guess, based on the visible
ending number '5' (or '6'?) where the year
indication would be, as to whether that boot
was manufactured in e.g. 1985 or 1995?

G. H. Bass is a Maine company and they've been around for more than a hundred years. Very well known in New England, quality stuff that lasts for years. (People say that Admiral Byrd wore Bass ski boots on some of his Antarctic expeditions; I've never tried to fact-check that.) Their products are available world-wide, but I think it's slightly more likely that whoever wore that boot was from the northeast.

Thomas L. Aird could be a possibility. Fits the time frame, was of slight build, car found on bridge in/near Northampton, MA which has tributary to the Connecticut River…

"I wonder if Thomas Carleton could be a contender"...

No, because Thomas Carleton went missing whilst
hiking in the Adirondack Mountains, just north of
Wallface Mountain. That area does not constitute
or contribute to the drainage catchment area of
the Connecticut River, which is east of the Green
Mountains.
