Mr. Robinson was a local homeless man whose body (most of it) was found in 2017, according to this article. He was found in a campsite in Binney Park and tidal currents had moved some remains up and down the adjacent stream. The road bridge over the stream was recently repaired, so I assume the construction project was that.
