5'4" and 106 lbs is very small and thin, especially for a man of that age. I would guess that he was a transient who was squatting in the abandoned house. Maybe he was hospitalized recently and that's how he had the hospital socks? He also may have been Latino of Indigenous descent, given the Catholic rosary and the height.

Here's an article from the Norwalk Hour last year. I hope LO was able to unlock the phone and get more information that way.

Lowe Street is only about 1.5 miles away from Norwalk Hospital, so he could have also just found the hospital socks in a dumpster near the hospital, if he frequented that area.

NORWALK — Police are hoping to identify the decomposed body of a man found in a vacant Lowe Street house in 2022.
Officials with the state Office of the Chief Medical Examiner are working with Ortham lab in Texas to generate a forensic genetic genealogy DNA profile of the man to compare with DNA
uploaded on commercial family history websites.
The case has confounded local detectives since the man was found on Oct. 8, 2022, Norwalk Police Lt. Kevin Markert said.
The owner of the Lowe Street home in South Norwalk had stopped by the property on that day to check on renovations when he could see the man on the floor of the unfinished home, Markert said. It appeared the man had been dead for about a week and he was decomposing, police said.
The man was wearing a T-shirt, hooded sweatshirt, a jacket and tan hospital socks. On his body was a brown rosary bead necklace, Markert said. He also had a cellphone that police have not been able to unlock, the lieutenant said.
The man was 5-foot-4 and weighed 106 pounds at the time of his death. He was estimated to have been between 30 and 40 years old.
The house previously had squatters from time to time, Markert said, with the owner finding beer bottles or garbage inside. “But he had never seen anyone,” the lieutenant said.
An autopsy conducted by the state Office of the Chief Medical Examiner did not determine the cause of death, Markert said.
Police checked all missing person reports for 2022 and calls for service at that address, Markert said. There was no sign of foul play, he added.
“We exhausted everything we could with the case,” Merkert said.
Police have now turned to the Ortham lab, which specializes in generating a genetic genealogy DNA profile to identify remains. Ortham recently helped identify Linda Sue Childers, a murder victim found buried in a shallow grave in Ledyard in 1970, and four other Connecticut victims who had been unidentified for years.
However, like those other Connecticut cases, the lab needs crowdfunding to cover the approximately $7,500 cost to generate the profile. The Norwalk case has so far generated more than $1,400 in contributions, according to DNASolves.com.
In addition to the Norwalk case, DNASolves.com is raising money to for DNA analysis on a Jane Doe found in Westport in 1985, a John Doe found in East Haddam in 2006, a John Doe found off the coast of Westbrook in 1986, a John Doe found in Waterbury in 2022, a John Doe found in Cromwell in 2014, and a John Doe found in New Haven in 1986. The amount of money raised for each case varies from about $300 to more than $1,800.
