I can't speak to motive, but I can fill in some of the gaps on this one. The decedent jumped from the third floor interior atrium walkway down into the Bertucci's restaurant dining floor in The Shops At 2000 Penn (20th and Pennsylvania Avenue NW Washington, DC). That particular level of Bertucci's is one floor below the first level so the approximate distance of her fall was 4 floors. This Yelp photo is about the best one I can find online that shows the approximate location of the incident. This was taken from the floor of the Bertucci's not far from the point of impact and looks up toward the third floor walkway that the decedent jumped from.
The decedent was not pushed and was alone when she jumped (this was confirmed by security camera footage). Given the extent of her injuries there was no possibility that she could be resuscitated. Although she jumped early in the morning before Bertucci's was open, there were several employees already working to prep the restaurant for opening later that morning. The first on the scene were Bertucci's employees, CVS employees from the CVS that occupies the first floor corner of the building (entrance visible from the photo above on the 1st floor just past the person in the black shirt) and building management.
