I can't shake the fact that Jay and his friend went missing on the same day!
The friend was found..dead from drowning. It was December..freezing..so how did he end up in the water?
Where and what happened to Jay?

I really think they need to retest the DNA from the body... They found it's too close and similar to the injury to not be him... As far as the testing goes, they could have easily blown this back then... In 1971, $45 was worth over $300... Sadly, people kill for a lot less...
Yes, definitely, and the area has always been dangerous, which is why there are a lot of shootings in that area where he was from... back in those years, and as we all know, people of color were seen as freaks... a lot of discrimination...

Something that has always made me wonder with the "It HAS to be the same person, how can it be a rule-out", is the possibility of switched at birth (intentionally or unintentionally). Are there enough photos of the family to make a familial ID? (i,e does he look like his family?)

There is also this JD that had surgery to the same leg/hip. Not sure what that means though.
