Narrative: The victim was discovered deceased inside her residence at approximately 7:00 p.m. at the above time, date, and location. The victim had been beaten and shot to death. The victim was last seen alive on Thursday, August 4, 1977 at 7:30 a.m. as she was leaving work. The victim was an I.C.U. nurse at Coral Gables Hospital.

After 40 years, a cold murder case in Miami may finally be thawing out

For nearly four decades, the unsolved murder of Debbie Clark — a young nurse beaten and shot to death inside her Coral Gables-area town home — seemed a forgotten blip in South Florida’s long history of violent crime.

But then, out of the blue, Miami-Dade homicide detectives called her family. And last month, they showed up in a small, snowy city in central New York to visit Clark’s siblings.

“I was floored,” said Clark’s brother, Brian Pantola. “I was flabbergasted. I was in disbelief that anyone was communicating with me about my dead sister. I didn’t have any idea that anyone cared. It was just totally unbelievable.”

What the family learned rekindled old suspicions: Investigators believe they are building a case against a man relatives once knew as Clark’s former lover — a married man she hoped was going to divorce his wife. He was also the same person who filed a life-insurance claim on her just days after Clark’s violent death in August 1977.

That suspect, Allen Bregman, is now 74 years old and a married, retired real-estate agent living in Boca Raton.

He would have been about 10-11 years older than Debbie. Sounds like the typical story of a married man taking advantage of a young paramour. He led Debbie on by promising to divorce his wife, likely claiming that the wife wouldn't grant one. Then the wife threatens divorce, and he goes into a frenzy. He should have been thrilled. But he wasn't because he was full of it. And to make things worse, he collected life insurance proceeds! It's good to see the past has caught up with him.


McElveen also discovered that in the days before the murder, Bregman was in New York for a search and rescue training class with the U.S Coast Guard Auxiliary.

A friend had called him to say his wife had found out about his affair and was planning to divorce him, according to the search warrant.

He got on a flight in New York and arrived in Miami at around 3.30pm on August 4 – a Thursday. Clark’s body was found a couple of days later.

• Debra found dead in her apartment by police doing a wellness check
• Bregman's wife, Florence, files for divorce

Tuesday, 7 Aug 1977

• Bregman files a claim for $148K in life insurance benefits.

The company later contested the claim in South Florida federal court. A 1978 docket shows that Bregman invoked his Fifth Amendment right to remain silent during court proceedings. Details from the case are unknown — the court file is so old that it is unclear whether it still exists.

Ultimately, Bregman received a portion of the money, with much of it going to his attorneys, according to the docket. Clark’s father in New York received a part of the claim.

A 75-year-old man arrested earlier this month in the 1977 murder of a Coral Gables nurse will be allowed to bond out of jail.

Bregman has been in jail with no bond since his arrest three weeks ago. On Friday, his attorney was able to negotiate a bond of $100,000, but he'll be on house arrest, wearing a GPS ankle monitor if he bonds out.

Bregman's trial is scheduled to start on December 12th.
