My thoughts exactly. Several Unidentified decadents in those areas are Hatian Refugees.

Glad to see there is DNA. Sounds like genetic genealogy will help ID her and maybe the man found with her.

Woman Doesn’t Get Her Fondest Dream

She wore a yellow skirt and vest, gold earrings and a watch. She had a ring on a chain around her neck And a letter in her pocket. “Darling don't cry anymore” the letter said “Be patient You have to come to Miami. It's good. It's beautiful!"
She never made It.
The woman’s body, along with that of a male companion, was pulled from the Atlantic Ocean near 88th Street in Surfside early Sunday. The letter was written in Creole. Metro police said man and woman, both in their 30s, were apparently Haitians who tried to swim to shore from a boat.
Both drowned.
