We can now confirm Ruth Elliot is not Jane Doe. They both have DNA in CODIS.

DOB 25 July 1952
Married Dennis Jess Elliott, had at least one child in 1970, born in Ohio.
Divorced Dennis on the 21 April 1980.

Maybe Ruth took off to Key West and adapted a low lifestyle since it seems like she was on her own, divorced since 1980. Since the circumstances of her disappearance are really unknown, it’s possible. Although, foul play was suspected with her then boyfriend.

There was a female only known as “Cinnamon” who lived on a houseboat and was found deceased in 1999 in Key West. UID age estimate was 35-45. Ruth would have been around 48-49 at the time.

Maybe not likely but also not impossible. Ruth’s hair looks originally dark brown/black in her younger photo.

UID estimated to be 5’3” and estimated 140 lbs.
Ruth was reported to be 5’4”-5’5” and 120-130lbs.

I am Ruth’s grandson, I never got to meet her since I was born after she want missing. As far as I know she had three kids, yall mentioned dawn but she also Dennis Elliott (my dad) and Shawn Elliott. They were probably around 6-8 years when Ruth went missing. I dont think she would’ve had a reason to take off to key west but my dad doesn’t much talk about it. I dont know if this helps but hopefully it does , if there’s anymore information I can get you I can they

According to this Jane Doe's NamUs Profile they are thinking between within 4 years that she was found in 2004. Ruth went missing in 1984. I do see a resemblance though.
