Not necessarily. LE uses the term "crime scene" in such cases rather generically. For example, when I went out on a plane crash, it was always classified as a "crime scene" internally and sometimes to media. That just ensured the correct forensic protocols were followed to avoid loss or damage to evidence. Crime scene tape, you don't get past the tape without a LE type badge (ours were only used at crashes and for small airplane crashes we usually worked with the Highway Patrol), proper hazmat gear for biohazard scenes. etc.
Very few crashes actually involved a "crime" short of violation of federal air regs though a few did, I've been involved with murder suicide by aircraft investigations and possible sabatoge ones.
