Soldier is not seriously injured and perpetrator has been arrested.

The perpetrator who has been arrested is a 40-year-old man with psychiatric problems. He has killed before, he stabbed a 22-year-old man in 2018. I don't think it has to do with the Olympics, but it's about his mental health, and the situation in his native country, the Democratic Republic of Congo, as he talked about "soldiers killing people there" when arrested.
