Ducong might sound like Dom, depending on the circumstances. Also looks like him (but aged), and he is from Vietnam, right next to Laos.

Yes @Nate_Bro and there is also Duong which is a relatively common Vietnamese, Khmer and Lao given name. Spoken quickly it is almost unrecognisable as being related to it's written form and could be heard by non-native speakers as 'Don' which isn't a far guess from Dom.

However those of Lao heritage tend to have very long names, both first and family, and will usually be known by a nickname that is entirely unrelated to their given name and is given to them in childhood or babyhood. So the name, if it is a nicknam, is unlikely to be related to their real/legal name.
