giving house to daughter renting out

So if a friend {not much of a friend, someone taking in a pub, to a friend} gave his house to his daughter, and then she rented that house off her father, and claimed housing benefits, would that be fraud, and thus a crime ?

Not so much a crime that anyone here, including moi, care about. Really, what's the objective here? We deal with missing people and child molesters and murderers. With all due respect, what is your intent with a question which obviously doesn't concern you at all? Just curious here like the infernal cat I am. No disrespect intended or implied.
