''CEDAR COUNTY, Iowa (KTIV) - In 1996, a newborn baby was found dead in a garbage bag at a rural farmstead near Lisbon in Eastern Iowa. The baby, nor her parents, were ever identified. Until today.

The Iowa Division of Criminal Investigation announced Saturday that they have identified the baby girls parents, nearly 28 years after her body was discovered.

Recent advances in DNA testing have identified the parents of Baby Jane Lincoln, as she was named by investigators, as 43-year-old Luke Dean Wilson and 43-year-old Samantha Light Hope.

“Baby Jane” was found in a garbage bag in a barn at 14 Highway 30 near Lisbon on November 10th, 1996. Investigators at the time believed she died of possible exposure but her manner of death was undetermined.''

Oddly enough it looks like baby Jane Lincoln was found on her father's family's property according to Iowa cold cases. I know DNA has come a long way since 1996, but it's interesting that there was never any testing to rule out paternity for any of the household members imo. Of course hindsight is always 2020.

I think you need to have a pretty good case for a judge to sign off on an order to compel someone's DNA. They could ask, but people can say no.

Iowa DCI has identified the parents of "Baby Jane Lincoln", who was discovered in a garbage bag in a barn off Highway 30 near Lisbon, Iowa, on Nov. 10, 1996.'
 

An autopsy on the baby’s body in 1996 determined that her cause of death was “probable exposure” but that the manner of death was “undetermined.” The medical examiner said the baby was probably alive for a short time after birth and could have been put in the barn as late as 6 a.m. that morning.

According to the Cedar Rapids Gazette, Clair Wilson found the infant’s body inside a white plastic shopping bag, which was inside an open black plastic garbage bag. The baby’s umbilical cord was still attached to the placenta.

"It was like a bag from a store. You could see into it. He ripped it open and saw little feet and hands. It was quite a shock," Tim said.

Officials believed that someone cared for the baby because she was placed somewhere she would be found. An autopsy revealed the baby was alive at birth but passed away a few hours after, though there were no marks of trauma. The infant likely passed away from being left outside, authorities said.

"It was so cold that night- so cold that it froze the water card in the cat bowl," said Cedar County Sheriff Keith Whitlatch in the previous article.

Officials now are trying to determine if the child was born dead or was abandoned alive and died of exposure, according to Cedar County Sheriff Warren Wethington.

Wethington said he was hoping that releasing the names of the parents would spur anyone who may have additional information about the case to come forward. But now, six months later, there has been no progress on the case.''
 
Clair Wilson lived on the farm with his son, Tim; Tim’s wife, Debbie; and their son, Luke. who was 15 at the time. Clair Wilson found the infant, wrapped in a plastic shopping bag and concealed in a garbage bag, the morning of Nov. 10, 1996, in the barn at 14 Highway 30, about a mile east of Lisbon. The barn was used to store machinery.
