and in this circumstance, even parents who are normally very "eyes on" with their special needs child, at a family function, a birthday party, with other relatives and children etc. might not be. A hubbub of a birthday celebration I can see it being easy for one child to slip away unnoticed and the parent thinking the child is in the other room, or out back with the older cousins etc.
