Resident Niyah Frantz told local NBC the attack began after the suspect snatched her purse as she left a friend's home at the South Halstead St. complex on Tuesday night.
The goon ran up some stairs, where he ran into [Andrew] Walls, Frantz said.
The two scuffled and the attacker threw the man over a railing, Frantz said.
