David A. Gibbs, born January 1965 with previous residences in Moline and Green Rock
"United States, Residence Database, 1970-2024", database, FamilySearch(https://www.familysearch.org/ark:/61903/1:1:6TTB-S2PN : 8 June 2024), David A Gibbs, 1995.

Heavy hoarder, had some issues with neighbours for accumulating trash also outside the house.
Trash in the house up to the ceiling. He is considered endangered. Kept mostly to himself, LE has been unable to locate a photo (how is this possible)

According to the above MSN, the house is this one

He has a car parked there, no driving licence photo, even older ?

I found some small claims court records (and a very ancient order of protection taken out against him) for a David A. Gibbs in Henry County, nothing recent, but showing some history of failure to appear (civil matter - default judgement). I'm thinking he may have other mental health issues beyond the hoarding and have an aversion to being in public or photographed. The car in the driveway, given his propencity for gathering other's "trash" as the neighbor interviewed in the video said, may not be driveable or even registered to him. If he had a drivers license in the IL system LE could have found it. Judici Captcha Page
