Jacqueline Ashley Smith’s homicide case overview: (Currently unsolved and cold, possible LISK victim?) Currently unclear if related. Websleuth true crime research group, MurderInc filed a FOIA request to the NY state government resulting in them releasing a flyer confirming a missing persons investigation. Her torso was not that far from Andre Issac found within the same region of Rockaway/Arverne (Queens County, NY) .
On 8/7/99, 16 year old Jackie was last seen celebrating her 16th birthday. She was in the park at Utica Ave & Avenue N in Brooklyn, NY. On 6/20/00, an unidentified female torso was recovered at Beach 88th Street in Rockaway Beach. (An old article says Beach 87th Street, in an overgrown weeded area). The torso was found in plastic bags, wrapped with tape. Eighteen years later, in 2018, she was identified as Jackie Smith. The recovery spot of her remains is about one mile from where Sugar Bear's torso was found in the Rockaway.
Jackies extremities and head were never found, Andre’s has.
Jacquline needs justice too. Her killer needs to be brought to justice and prosecuted to the furthest extent of the law within the state of NY.
More details from my LISK notes from my word doc below
