The NamUs report is conflicting. It says his last known location was Tacome Mexico and his last known address was in Mexico, but he was missing from Phoenix in 2019 and only seen online in 2022.
His last border crossing was in 2019. I think I know why he left Phoenix and why there's an alert for him for crossing the border again. He had an upcoming trial late Spring of 2019 on dangerous drug charges in Phoenix. (If first offence typically close to 4 years in prison). Looks like he was scheduled for the case being transferred to superior court while there was a "supervening indictment" at which point he appears to have vanished.
Note: A "supervening indictment" refers to a situation where a grand jury issues an indictment (a formal accusation of a crime) after a defendant has already been charged with the same offense in a lower court, usually a preliminary hearing has been set.
This new indictment overrides the initial proceedings in the lower court, and the case is moved to a higher court for trial. https://apps.azcourts.gov/publicaccess/caselookup.aspx
