WI Jules Symoens - Anyone know about this case?

I was trying a different angle on missing people. In newspaper researching, I came across a "Jules Symoens" of Racine, Wisconsin who was presumed deceased in legal action documented in a newspaper dated May 29th, 1967.

I tried to figure out what the circumstances of this case were. Was the case solved? Was he found? Is he still missing?

He isn't in NamUs but if anyone knows about Jules Symoens and why he was described as "presumed deceased" then that would be great.
