Belleville Intelligencer
June 12 2020 rbbm.
$75,000 reward offered in cold-case MacVicar murder in 2001, say police
''A former co-worker of the woman, Fusco shed tears Friday recounting the loss of her work friend and murder victim Kathleen MacVicar who was 19 at the time of her death.

Both were in training at the Stream call centre in Belleville at the time.''
“When I speak about Kathleen, some are under the impression that her murder was solved due to the highly publicized conviction of another murderer and rapist connected to Trenton. I believe it’s important to give her case more media coverage, and advise that the reward is still available,” she said.''

''The police report on June 13, 2001, MacVicar was “seen for the last time leaving on foot from a friend’s residence. On June 15th 2001, her body was discovered on the National Defence property, Canadian Forces Base, Trenton, Ontario. MacVicar was the victim of murder.”

MacVicar’s body was found in a wooded area just west of Middleton Park, the area which houses the private military quarters for CFB Trenton.

Any person having information regarding the person(s) responsible for this murder should immediately contact the director of the Criminal Investigation Branch, Ontario Provincial Police at 1-888-310-1122 or (705) 329-6111, the “Project Shadow” office at (613) 962-5637, their nearest police authority, or Crime Stoppers.''

$75,000 reward offered in cold-case MacVicar murder in 2001, say police
''A young woman from Glace Bay, N.S., was stabbed to death in Trenton, Ont., last week. Kathleen MacVicar's body was found in a residential area of a nearby military base.

The 19-year-old was last seen alive Wednesday night, walking back to the base from Trenton. An autopsy was done last weekend.

Inspector Bob Belear of the Trenton area police force says MacVicar suffered "multiple stab wounds and was sexually assaulted." Belear says police have no suspects, and are asking for help from people in the Trenton area who may have seen what happened.

Belear would not say whether the weapon or any other physical evidence has been found. The woman was living with relatives in the military married quarters while she worked for a company in nearby Belleville.''

Where was Russell Williams at the time? I imagine he’s been checked for an alibi? Was there DNA saved from the victim? Maybe if the police contact Othram labs like they did in Christine Jessop’s case, they’ll find some answers. Let’s hope it’s soon.

Hoping and assuming RW was looked at very closely in relation to this murder, imo, speculation.

''The 2001 slaying of a Nova Scotia woman at CFB Trenton in eastern Ontario is among the cases being re-examined after murder charges were laid against air base commander Col. Russell Williams.

The body of Kathleen MacVicar, 19, of Glace Bay was found at the military base on June 2001. She had been sexually assaulted and stabbed.

Trenton isn't far from Tweed, where the body of Jessica Lloyd, 27, was found Monday, and from Brighton, where Cpl. Marie-France Comeau, 38, was found. Williams has been charged with first-degree murder in both women's deaths.''

''Colleen MacVicar, Kathleen's mother, told CBC News on Tuesday she hoped Williams's arrest would provide some answers in her daughter's death.

"It's important to put a name and a face to what created such a horror in this family," MacVicar said. "We need to, I guess, have somebody to blame — to be angry at somebody. Right now we don't even know who to be angry at."

MacVicar said her daughter was a "bright and vivacious" girl when she moved to live with relatives at the Trenton base.

"I'd just like to get some answers. I don't think peace is something I'm going to get," MacVicar said.''

He was promoted to major in November 1999 and was posted to Director General Military Careers, in Ottawa, where he served as the multi-engine pilot career manager.[20]

He earned a Master of Defence Studies from the Royal Military College of Canada in 2004 with a 55-page thesis that supported pre-emptive war in Iraq, and in June 2004, he was promoted to lieutenant-colonel and the following month, he was appointed commanding officer of 437 Transport Squadron at CFB Trenton, Ontario

So he was posted in Ottawa in 1999. The Royal Military College of Canada is in Kingston to the best of my knowledge, and was appointed to CFB Trenton in 2004. It is possible that he travelled through the area or had business at CFBT?

But I would home if they had DNA they would have ruled Williams out.

This one bothers me... I would expect that the Feds would also be involved. Between the OPP, Military Police, and the Federal Gov, I would hope there is an abundance of resources available to work on this one.

I am going to do some digging on this one!

Very interesting and lengthy article concerning an attack on a woman that was linked by a behavioral profile to Kathleen's attack.

''Tips from the public have dried up. There are no suspects. Investigators have hit a brick wall.

Chantler said the attacker hasn’t reoffended in the city or province.

“Why is that? I don’t know. There could be all kinds of reasons. Was he getting some sort of psychiatric assistance and he’s solved the issues that caused him to commit that offence? Maybe.

“Is he in jail? Maybe. Has he moved? . . . Maybe.”

He could also live in London and not have committed any other similar crimes that have come to police’s attention, Chantler admits.

But there is one underlying threat that has police and Therese concerned.

If the experts are right, the attacker will strike again.''

''The case

A London woman is viciously attacked, stabbed and sexually assaulted on a pathway connecting Leroy Avenue and Sevilla Park Place just after 6 a.m. on Oct. 19, 2001. Her injuries are so severe, police say she was lucky to escape with her life.

Suspects

Police don’t have any suspects. The attacker is described as a white man in his 20s or 30s, between five-foot-eight and six feet. He was wearing dark clothing, possibly a dark jacket with stripes down the sleeves.

Clues

Investigators found the handle of a knife from a kitchen set at the scene, but haven’t been able to link it to the crime.
The woman, a student at Fanshawe College, was wearing a beige and green backpack, which has yet to be found. Police are also looking for a few undisclosed possessions that were stolen from the woman during the attack.

Update

Police have linked the case to the Trenton slaying of Kathleen MacVicar, 19, in June 2001. There is a $50,000 reward that expires in December for information leading to the arrest and conviction of MacVicar’s killer.
London police are investigating the pathway attack, but admit tips from the public have dried up.
Anyone with information on this case is asked to contact London police at 661-5674 or Crime Stoppers at 1-800-222-TIPS.''

''MacVicar said she has a great relationship with the OPP, however the military has not been co-operative.
"They have been very unforthcoming and closed-mouthed. It makes you very suspicious."

Sgt. Kristine Rae, media relations for the OPP for the eastern region, said the MacVicar homicide has always been an open investigation.
"There has always been investigators assigned to the case. There is still a $50,000 reward posted on our website for information pertaining to that"
Rae said the investigation on Williams is currently focused on the four cases before the court - two homicides and two home invasions.
"Through that investigation we will be looking at other unsolved crimes and reviewing them to see if there are any similarities between those incidents and these ones. The MacVicar homicide hasn't been reviewed yet, but it definitely will be to see if there are any similarities."
She confirmed the cases are all in the same "geographical area."
2nd Lt. Vincent Bedard of CFB Trenton confirmed the Canadian Armed Forces is assisting with the OPP investigation.
When asked if the MacVicar murder was being looked at as part of the Williams case, he said information about all postings in Williams' career is being researched right now.''

Well, I did some digging and did not find much info that isn't already here.

As identified in other posts, this case was linked to an attack in London based on similarities of the crime and the demographics of the two Cities. A profile was developed with the linkage in mind.

The attacker, either in his 20s or 30s, is likely a hot-tempered, lower-income, white man who has a history of violence toward women.

It is unclear if viable DNA was collected, and what collection and testing techniques were employed in each case.

With not a whole lot of new info if any, I went about looking at the case through different lens. I mapped significant places for each case to see what it looked like geographically (as the police indicated that there was some similarities.)

The biggest thing that popped out at me was that there were Stream Global Services (Concentrix) call centres relatively close to each incident. There were also Colleges near by, and both towns have a Military Airbase connection although I think the London airbase is closed. (See Maps)

My gut tells me there may very well be a connection to the call centres. There may also be a loose connection to the Military? I also noticed that public transit may be a factor as both locations were on transit routes to and from the call centres, the colleges, and pass by Military facilities. I am not so sure about the colleges because I would expect call centres to colleges to recruit minimum wage workers. Then again, locating yourself to a college would not be unexpected from a sexual predator.

Another disturbing incident was a stabbing homicide on an 8th wing Housing complex that I suspect was very close to the area that KATHLEEN MACVICAR was found. (although I am not 100% sure where it was) As far as I know, the homicide did not include a sexual element, it was a violent stabbing committed by a perpetrator that could fit the profile developed. I wasn't able to find a whole lot of information related to this crime other than Marcus Wilson committed a stabbing murder of his male roommate in the same area in 2009. https://www.quintenews.com/2009/07/27/murder-at-8-wing-trenton/

Again my gut tells me that the perpetrator was an employee or trainee of Stream Global Services (Concentrix). Had business or was transferred/rehired in between Belleville/Trenton and London. He is from a Military family and still has connections to Military personnel. He utilizes and/or stalks public transit, walking paths, and possibly in the area of colleges. He was either in his 20s or 30s, is likely a hot-tempered, lower-income, white man who has a history of violence toward women.

But what do I know. I am just a disabled old fart who has too much time on his hands, spends too much time on the computer and tv watching real life detective shows.

But this old fart would like to see the police do the following if it is legally possible:

- Use modern techniques to look for trace DNA
- Utilise genealogical DNA databases to determine possible familial matches or at least get info on ancestry makup
- Utilise the Military DNA databases to determine possible familial matches
- Look into employee/trainee records for possible connections between the two call centre locations
- Obtain Cell Phone Dumps for towers in the area of both incidents on the respective dates, looking for matching cell phone registrants, not imei as too any people upgrade phones often
-Look into Marcus Wilson as a person of interest.

Best I got so far. Hope this rattles some minds to seek further information and evidence.

This June will mark 22 years since the murder of Kathleen MacVicar.

A crime this violent would point to a perpetrator who had committed similar attacks before and after Kathleen's murder.
