Kraft Victims Misidentified

I've been reviewing Kraft's crimes and have reason to believe that some of his victims may have been linked to the wrong Scorecard Entry. As Kraft denies ever having committed the crimes, who exactly is the one matching the victims to the entries? I read through the cases and it seems that the detectives were the ones deciphering the code. But humans make mistakes.

1. Keith Crotwell as "Parking Lot". This one never seemed to have strong evidence to me. Many victims were picked up in parking lots. They're everywhere. He later also dumped the still alive Kent May back into the same parking lot he kidnapped the boys from. What makes more sense, in my opinion, is if Keith Crotwell was "LB Marina". Crotwell's skull was found in the Long Beach Marina.

2. Anthony Jose Silveira is thought to be "Portland Reserve". This is a fair assumption, but it also ignores that the victim worked as a carpenter, which means he very well could have been "Carpenter".

3. The Long Beach John Doe (1978). Not an official victim of Kraft, but died in the same way he killed his victims, in close proximity, and was his victim type. I think he could either be "Parking Lot" or "Front of Ripple's".

4. Bell John Doe (1979) a young man found in 1979 in Bell, California. His cause of death is unknown but his post mortem photos show bruising to the face and neck. Investigators believe he may have been European. This could mean he could be "England".
